DISTRICT CONVENTIONS – District Commanders shall be nominated and elected at their respective District Convention held in their respective divisions at least 30 days prior to the Annual Convention but cannot serve until installed at the immediate Department Convention. All elections conducted for Department Commander, National Executive Committeeman, Alternate National Committeeman, Department Vice Commanders, and District Commanders will be held on a delegate basis, with voting strength based on current paid membership, plus those Post 2000 transfers completed during the current membership cycle as of the day of the nomination and election.

POST OFFICER ELECTIONS – Initially consult your Post Constitution and Bylaws. Please use common sense to keep your membership safe; if your bylaws allow; you may need to non-traditional methods such as phone calls, email, or mail. Officers do not need to be sworn in to be certified.

EXEMPT ORGANIZATION STATUS MANDATORY – We have least 64 of our 174 chartered posts that are currently listed as having their exemption status automatically revoked for non-reporting. Additionally, we may have more posts that never filed to obtain their exemption status when they were chartered. Please use the following link to check on your post’s status: https://apps.irs.gov/app/eos/. If your post is listed as auto-revocation, please start immediately to have your post’s status restored. Every post, to maintain their charter, needs to be listed as an exempt IRS 501(c)(19) organization as well as file their IRS 990 annually.

TRAINING TUESDAYS: The last Tuesday of each month American Legion National Headquarters staff will present 60 to 90-minute sessions on topics aimed at post officers.

CRIME INSURANCE REQUIRED – The Department Constitution calls for every post to carry crime insurance, also known as a Financial Bond. Crime Insurance and Financial Institution Bonds provide coverage for loss of money, securities, or other assets resulting from acts such as employee theft, certain types of fraud by third parties (forgery, for example), theft of property from the premises, and social engineering (impersonation fraud).

INCORPORATION – Once again, not every post has kept up with their obligation to protect its members. One significant legal benefit is the protection of personal assets against the claims of creditors and lawsuits. Sole proprietors and general partners in a partnership are personally and jointly responsible for all the legal liability of the post, such as loans, accounts payable, and legal judgments. COMMERCIAL GENERAL LIABILITY INSURANCE (CGL), also known as business liability insurance, provides coverage for customer injuries, lawsuits, and damage to others’ property. General Liability can also help pay for medical expenses or legal costs if an incident leads to a lawsuit. helps protect your Tennessee business from bodily injury claims, property damage claims and personal and advertising injury claims that could put your business at risk. Again, every post, at a minimum, needs to have General Liability Insurance.

TENNESSEE AMERICAN LEGION COLLEGE – Students review The American Legion’s core values, develop innovative ideas, as well as the differences between customs and policy. An emphasis is placed on programs, management techniques and leadership skills necessary to increase visibility of programs, growth in membership, and public awareness of the Legion and its corresponding organizations. DIRECT MAIL SOLICITATION MEMBERSHIP – the Department has 2,151 HQ Encumbered members that have paid for 2022. Transfer of these members to their local post will count toward the post’s membership statistics. Additionally, the Department has 619 Unencumbered legionnaires that have paid for 2022, however, transfer of these members does not affect post membership goals; they do count when it comes to delegate voting strength. Use myLegion, “Find Members in my Area” to uncover these potential post members.
THE AMERICAN LEGION’S THIRD ANNUAL 100 MILES FOR HOPE – The American Legion National Commander Paul E. Dillard is challenging participants to raise $450,000 during the third annual 100 Miles for Hope event. In addition to registration fees, participants can support disabled veterans and military families by encouraging family members and friends to support their journeys with a donation. CONSOLIDATED POST REPORT (CPR) - (2021-2022) - Information, as little as it may be, gleaned from “your” CPR is vital to NATIONAL HEADQUARTERS especially when testifying before Congress. We recommend posts use the Consolidated Post Report application in www.myLegion.org to initiate and continuously update. The Consolidated Post Report from is also available by logging into mylegion.org, and edit the prefilled Consolidate Post Report. The Department Trophy and Awards Committee uses “your” CPR for post awards.

AMERICAN LEGION BOYS STATE – Approximately 600 young men representing every county in Tennessee will attend American Legion Boys State this year. They will be assigned to mythical cities for the period of Boys State. Approximately 50 young men will comprise a city, three cities will make up a county, and the four counties will make the "Mythical 51st State.” Please have your $350 per delegate fee to Department Headquarters by April 15th.

2023 POST DATA REVIEW FORM – the form was mailed to the “last certified” Post Adjutant, March 17th. It is imperative that each post return their respective Post Data Review Form responding to the 13 specific items as they relate to their post. Please follow the instructions on the form’s reverse side and return to The American Legion, Department of Tennessee, 318 Donelson Pike, Nashville TN 37214 by April 15, 2022.

POST ON-LINE MEMBERSHIP TRANSMITTAL – We have 107 of 175 that are not using the post on-line membership transmittal. The feature in myLegion allows American Legion Post Officers to renew, add new members and transfer-in existing members from other Posts. (NOTE: Posts can only transfer-in members that dues are being paid for.) This feature utilizes electronic payment methods via myLegion and eliminates the need for Post Officers to send the National/Department portion of the (3-part) membership cards and paper-checks to the Department Headquarters office. Help the Department staff by using this process.
POST AND SQUADRON OFFICER CERTIFICATIONS – Officer elections are right around the corner. Each post adjutant needs to certify their officers by checking the officer’s DD-214 or NGB-22 to validate their American Legion eligibility. Certify your officers upon the annual election of post officers, and no later than 5 days prior to the Annual Department Convention, per Article IX, Section 10, Department Constitution. The same process is used for the Sons of the American Legion. As for the Riders, they must be a current member of the American Legion, Auxiliary or Sons of the American Legion to hold office. AMERICAN LEGION ROTC SCHOLASTIC AND MILITARY EXCELLENCE MEDALS - Posts are responsible for ordering and presenting ROTC Medals for presentation to local Junior and Senior ROTC students. Recommend ordering medals and certificates today; to ensure they arrive in time for “your school’s” Awards Day. Your post should award each ROTC unit two Bronze Medals (one Military, Item#: 717.100M and one Scholastic Item#: 717.101M). Furthermore, your post may award the Senior ROTC six medals: two Bronze, two Silver and two Gold, (one each for Military Excellence and one each for Scholastic Excellence) in each category. ONE-YEAR POST NARRATIVE HISTORY AND ONE-YEAR POST YEARBOOK - It has been a well-established policy of the American Legion to encourage the preparation of post histories. Such information will be valued for years to come. The National Historian conducts an annual one-year narrative history and yearbook (pictorial) History contest, entrants derived from the Department Contest. You can find instructions on pages 124-132 of the 2021 “Officer’s Guide and Manual of Ceremonies.” For maximum points, please follow charts on pages 128 and 132, respectively.

HAPPY BIRTHDAY!!!!
One hundred and three years ago, The American Legion was founded in Paris, France, the “City of Lights,” by a group of committed U.S. veterans of the Great War.
It has been a shining light for communities around the world ever since.
The American Legion was a figurative light for the Unknown Soldier who was given a prominent tomb in 1921 thanks to the tireless efforts of Representative Hamilton Fish, Jr., an American Legion founder. Congressman Fish understood that for America to remain free, it must honor and remember the brave.
The American Legion became a literal light for the Tomb in 1969, when it gifted $200,000 for the monument to be permanently illuminated.
That’s who The American Legion is – an organization of wartime veterans that understands the darkness of combat, while providing light to the communities and country that we love and pledge to defend.
We were a light to our wounded comrades when we insisted on a Veterans Bureau that would treat their medical needs. When the bureau fell short, we pushed for the creation of the Veterans Administration and ultimately, the Department of Veterans Affairs.
Our service officers continue to provide a guiding light for veterans as they assist these men and women in obtaining benefits that they earned while defending our nation.
The American Legion also delivers on President Lincoln’s promise of care to the widows and orphans of those who have borne the battle.
Our American Legion founders had hoped that World War One would truly be “the War to “End All Wars,” but they also understood that America must always be strong and vigilant.
Defense was not only a shining pillar of The American Legion, but it was a constitutional responsibility, as the nation’s largest veterans organization would constantly remind our nation’s presidents and lawmakers.

It has been estimated that the GI Bill returned $7 to the economy for every dollar invested in veterans.
The GI Bill educated eight million World War II veterans, producing some 450,000 engineers, 240,000 accountants, 238,000 educators, 91,000 scientists, 67,000 doctors and 22,000 dentists.
Seventy-seven years later, a new generation of veterans and their families continue to benefit from modern versions of this landmark legislation.
The American Legion led the fight for the government to recognize and care for veterans who have experienced the effects of Agent Orange, radiation poisoning and other toxic exposures that occurred during military service.

More than 3,000 American Legion Baseball teams serve nearly 50,000 young athletes in the United States and Canada. While the quality of play is high, Legion Baseball puts an even greater emphasis on sportsmanship, citizenship, and fair play. Eighty-two National Baseball Hall of Famers have played American Legion Baseball since its founding in 1925.
Through American Legion Boys State and Boys Nation – and the American Legion Auxiliary Girls State and Girls Nation – the United States has benefited from outstanding public servants, business leaders, cultural icons, and other success stories.
The American Legion Junior Shooting Sports Program attracts 1,400 people annually to compete in clubs that emphasize gun-safety and marksmanship.
The American Legion High School Oratorical Scholarship Program not only develops great speaking skills, but it requires participants to focus on the U.S. Constitution.
By supporting veterans, defense, America and our nation’s youth, The American Legion has replicated the 1919 lights of Paris through more than 12,000 American Legion posts across the United States today.

The American Legion was a figurative light for the Unknown Soldier who was given a prominent tomb in 1921 thanks to the tireless efforts of Representative Hamilton Fish, Jr., an American Legion founder. Congressman Fish understood that for America to remain free, it must honor and remember the brave.
The American Legion became a literal light for the Tomb in 1969, when it gifted $200,000 for the monument to be permanently illuminated.
That’s who The American Legion is – an organization of wartime veterans that understands the darkness of combat, while providing light to the communities and country that we love and pledge to defend.
We were a light to our wounded comrades when we insisted on a Veterans Bureau that would treat their medical needs. When the bureau fell short, we pushed for the creation of the Veterans Administration and ultimately, the Department of Veterans Affairs.
Our service officers continue to provide a guiding light for veterans as they assist these men and women in obtaining benefits that they earned while defending our nation.
The American Legion also delivers on President Lincoln’s promise of care to the widows and orphans of those who have borne the battle.

TYPES OF MEMBERSHIP: There are only two types of active American Legion memberships – Regular and Paid Up for Life. Honorary, associate, social, canteen, or guest memberships are NOT permitted. The American Legion Constitution, Article IV, Section 2, states, “There shall be no form or class of membership except an active membership.” All members must be eligible through the nature and timing of their US military service. Honorary Life Membership is a subset of Regular membership whereas the member’s post recognizes outstanding members for exceptional service or accomplishment by paying the member’s dues annually for the rest of their lives if they remain with their current post.

ANNUAL MEMBERSHIP DUES: shall be paid by October 20, of each year prior to the start of the next calendar year. Legion membership is annual. The Legion year being from January 1 to December 31. Department and National dues shall be paid for the full year, irrespective of the month in which the member shall join the local Post. Membership dues collected at a local Post include Department and National dues. Membership dues are three-fold, Post, Department and National. Membership is not considered current until paid and transmitted to all three levels.

ASSISTANT ADJUTANT - The Assistant Adjutant shall be under the direct supervision of the Department Adjutant and will assist them in any manner the Adjutant may deem admissible. In the absence of the Department Adjutant, the Assistant will be in charge of the staff and perform duties as may be necessary. The Assistant Adjutant shall have completed the American Legion Education Institute “Basic Training” course offered by the National Organization. The Assistant Adjutant shall spend an extensive amount of time in the field working with the Posts in an effort to solve problems, create interest and develop leadership, which shall entail visiting with community leaders and attending meetings of civic, fraternal, and religious groups explaining the purposes, principles, and programs of The American Legion. The Assistant Adjutant shall collaborate with American Legion Boys State Chair, Director and Staff to promote programs. MISSION BLUE $1000 GRANT - Resolution No. 36, Mission Blue Post Assistance Program, will provide $1,000 grants to posts that are in good standing with their respective department. These funds must be used exclusively to pay current or past due rent, mortgage, utilities, and insurance.

HEALTH-CARE PROVIDER AND/OR PHYSICIAN OF THE YEAR (Res. 7 & 8, NEC, May 10-17, 2017): These Awards permit The American Legion to honor a VA health-care provider or physician who has provided extraordinary service to our nation’s veterans. Nominees will be accepted by any member of The American Legion in good standing. Those eligible for the award are: Any health-care provider, or physician. Nominees must be a direct patient care provider or physician Letters of recommendation must be submitted in narrative format not to exceed five hundred words. Legionnaires making recommendations for this award must send the nomination through their Post Adjutant who will submit the nominations to their Department Adjutant.

ASSISTANT ADJUTANT - The Assistant Adjutant shall be under the direct supervision of the Department Adjutant and will assist them in any manner the Adjutant may deem admissible. In the absence of the Department Adjutant, the Assistant will be in charge of the staff and perform duties as may be necessary. The Assistant Adjutant shall have completed the American Legion Education Institute “Basic Training” course offered by the National Organization. The Assistant Adjutant shall spend an extensive amount of time in the field working with the Posts in an effort to solve problems, create interest and develop leadership, which shall entail visiting with community leaders and attending meetings of civic, fraternal, and religious groups explaining the purposes, principles, and programs of The American Legion. The Assistant Adjutant shall collaborate with American Legion Boys State Chair, Director and Staff to promote programs. The Assistant Adjutant will author and publish the monthly bulletin and the quarterly Tennessee Legionnaire. Website development skills a plus.

Inclusion letter template can be found on the Department website in the Post Form and resources tab. Inclusion must be sent to the National Judge Advocate as listed on the template letter, if in doubt please go to Exempt Organizations Business Master File Extract (EO BMF). Several Posts have allowed the Exemption status to become revoked due to not filing of the
annual IRS 990 form.

MISSION BLUE $1000 GRANT - Resolution No. 36, Mission Blue Post Assistance Program, will provide $1,000 grants to posts that are in good standing with their respective department. These funds must be used exclusively to pay current or past due rent, mortgage, utilities, and insurance.

CONGRATULATIONS – Larry V. Kersey for being elected as our 2021-2022 Department Commander at the annual Department Convention on June 6, 2021. Also, the following legionnaires were elected to single year terms, the respective positions as follows: Lanny Culver - Senior Vice Commander; Wayne Belk – East Tennessee Vice Commander; John Davis – Middle Tennessee Vice Commander; and Joel Pipkin – West Tennessee Vice Commander. Finally, the following elected as National Executive Committee Member and Alternate National Executive Committee Member respectively; Robert W. Hensley and Nancy B. Harper. They will take office upon the election of the next National Commander 2 September.

COMMANDER’S TOUR – We will visit our districts during the annual Commander’s Tours in July and first weekend of August. As is in past, we will bring supplies, publications, and brochures for each post. We are asking each post to send at least one representative to collect these items for their post.

2022 ORATORICAL – Applications are due to the Department Headquarters by January 10, 2022. Each district will hold their district contests between January 15 to January 29, 2022. Each Division will conduct their Division contests between February 5 and February 19, 2022. The Assigned topics are posted on the Department website. The three national finalists receive $25,000, $22,500, and $20,000, respectively. In addition, contestants who win their state finals contest and represent their states at the national contest receive no less than $2,000 from the National program. The Department offers $3,000 scholarship to the State Winner; the runner-up receives a $2,000 Scholarship and Third garners a $1,000 scholarship. Questions? JUNIOR SHOOTING SPORTS - The American Legion Junior Shooting Sports Program is a gun safety education and marksmanship program that encompasses the basic elements of safety, education, enjoyment, and competition. The Individual Tournament has two phases of competition: one. First round - State Championships 2. Second round – Qualification for National Championship. The Team Tournament has two phases of competition: one. First round - State championships. 2. Second round – For recognition of top teams in the nation. Important Dates: September 1, 2021: First Round postal match target sales and registration opens. December 15, 21: First Round postal match competition target set sales and registration closes. SQUADRON, RIDER OFFICER CERTIFICATIONS/ NOTIFICATIONS - Officers were to be certified by May 28th or 5 days prior to the Annual Department Convention per Article IX, Section 10, Department Constitution. The same process is used for the Sons of the American Legion. As for the Riders, they must be a current member of the American Legion, Auxiliary or Sons of the American Legion to hold office. Please use prescribed forms found on the Department website www.tennesseelegion.org, click on the “Post Forms-Resources” tab to retrieve the forms.
NEW TV SHOW: “SNOW MUCH LOVE,” Cast Party - We have a block of rooms at the Holiday Inn if you are traveling - Using the code "Snow Much Love Event", the discounted room rate will be $109 a night for single/double occupancy. THE AMERICAN LEGION RIDERS PROGRAM IN THE DEPARTMENT OF TENNESSEE - All members of American Legion Riders must be current members of The American Legion, Auxiliary or Sons of the American Legion.
· Each ALR member shall establish and maintain membership by owning, individually or through marriage, a motorcycle licensed and insured as required by law.
· The Tennessee ALR program allows for continued membership for those members who have given up motorcycle ownership because of age, illness, injury, or other reasons outside the member's control.
· All ALR members shall strive to maintain the image of The American Legion, always upholding The American Legion name and emblem, which symbolizes the integrity and principles of this great organization.
· All The ALR groups shall avoid the perception of being a "motorcycle club" or biker club." The only recognized The American Legion Rider logo is that which is copyrighted and sold through The American Legion Emblem sales.
· Shoulder and back patches will be as follows:
· Shoulder patch three line (4”x5.5”); Back patch three line (8.5”x12”). Top line of patch will be TENNESSEE and the bottom two lines will be the Post number (Example Post # 2) and the third line would be the Post location. Rockers will be in white letters and placed above the respective size patch, small and larger accordingly. The words on the Rocker can only be EAST TENNESSEE, WEST TENNESSEE, or MIDDLE TENNESSEE.
· Due to trademark laws, do not physically attach rockers or patches The American Legion Riders
· All Members will obey state motorcycle laws.
· Sponsoring organization Post will review liability insurance coverage to ensure that adequate coverage is available to cover the organization to include coverage for any specific special riding events.

· Their dependents and the widows and orphans of deceased veterans
· Provide entertainment, care, and assistance to hospitalized veterans or
· Members of the United States Armed Forces
· Execute programs to perpetuate the memory of deceased veterans and members of the United States Armed Forces and comfort their survivors.
· Conduct programs for religious, charitable, scientific, literary, or educational purposes
· Sponsor or participate in activities of a patriotic nature.

SQUADRON, RIDER OFFICER CERTIFICATIONS/ NOTIFICATIONS - Officers were to be certified by May 28th or 5 days prior to the Annual Department Convention per Article IX, Section 10, Department Constitution. The same process is used for the Sons of the American Legion. As for the Riders, they must be a current member of the American Legion, Auxiliary or Sons of the American Legion to hold office. Please use prescribed forms found on the Department website www.tennesseelegion.org, click on the “Post Forms-Resources” tab to retrieve the forms.

THE AMERICAN LEGION RIDERS PROGRAM IN THE DEPARTMENT OF TENNESSEE - All members of American Legion Riders must be current members of The American Legion, Auxiliary or Sons of the American Legion.
· Each ALR member shall establish and maintain membership by owning, individually or through marriage, a motorcycle licensed and insured as required by law.
· The Tennessee ALR program allows for continued membership for those members who have given up motorcycle ownership because of age, illness, injury, or other reasons outside the member's control.
· All ALR members shall strive to maintain the image of The American Legion, always upholding The American Legion name and emblem, which symbolizes the integrity and principles of this great organization.
· All The ALR groups shall avoid the perception of being a "motorcycle club" or biker club." The only recognized The American Legion Rider logo is that which is copyrighted and sold through The American Legion Emblem sales.
· Shoulder and back patches will be as follows:
· Shoulder patch three line (4”x5.5”); Back patch three line (8.5”x12”). Top line of patch will be TENNESSEE and the bottom two lines will be the Post number (Example Post # 2) and the third line would be the Post location. Rockers will be in white letters and placed above the respective size patch, small and larger accordingly. The words on the Rocker can only be EAST TENNESSEE, WEST TENNESSEE, or MIDDLE TENNESSEE.

· All Members will obey state motorcycle laws.

NATIONAL CONVENTION – Phoenix AZ will host the 2021 National Convention from August 26 to September 2, 2021. The Residence Inn Downtown is the American Legion Department of Tennessee’s Convention Hotel. We recommend using a ride share service or taxi from Phoenix Sky Harbor International to the Department’s Convention hotel. Light rail is an option for those without mobility challenges; and have time to wait up to 30 minutes for the next train to arrive. Safety is always a concern, please follow the city’s protocols when it comes mask wear and social distancing. National is offering Shuttle bus service to and from our hotel currently set at 40% capacity. Safety protocols may change, however please plan for delays.

Suggest reserving your room prior to December 8, 2021 to receive the discounted rate. We will have limited Mid-Winter Conference Registration hours at Embassy Suites Nashville-SE, Murfreesboro. We will have a separate line for pre-registered attendees and another for those who have not. We will have pre-registered attendees’ packets ready, so they can reach their desired event on time. Especially when it came to holding post elections, certifying their officers, and installing their officers. We suggesting you take a close look at your document, to ensure it works for your post and at the same time complies with Department and National Constitutions and Bylaws. The Post Constitution and Bylaws needs to be flexible enough so that your post can continue to operate in adverse times. Your post may need to incorporate the use of technology as an avenue to conduct business; Does your post Constitution and Bylaws have a workable succession plan?

Your beneficiary will receive $5,000.00 if covered Legion family member suffers fatal accident while they are participating in a Legion-related event, or $1,000.00 for an unrelated Legion accident.
POST ON-LINE MEMBERSHIP TRANSMITTAL – We have 81 of 175 that are not using the post on-line membership transmittal. This feature in myLegion allows American Legion Post Officers to renew, add new members and transfer-in existing members from other Posts. (NOTE: Posts can only transfer-in members that dues are being paid for.) This feature utilizes electronic payment methods via myLegion and eliminates the need for Post Officers to send the National/Department portion of the (3-part) membership cards and paper-checks to the Department Headquarters office. Help the Department staff by using this process.

MEMBERSHIP TRANSFER REMINDER - Any member transferred after April 15, 2021 into your post, will receive a renewal notice from the post of record as of April 15, 2021. Furthermore, as the gaining post your post will not receive pre-printed membership cards for these members. Therefore, as gaining post, you will need to communicate with these members to ensure they renew with your post. Additionally, these members will appear on your myLegion post roster. Finally, members that renew online will have the gaining post as their post of record.

Resolutions to be considered at a Department Executive Committee Meeting to the Department Adjutant by December 3rd, 2021. The Department Adjutant will have resolutions to the Department Resolution Chairman by December 13th, 2021 for consideration unless these time limits are waived by a majority vote of the Resolutions Committee. The Resolutions Committee, Constitution and Bylaws Committee or Department Executive Committee may initiate a resolution as a Committee Resolution.

POST, SQUADRON, RIDER OFFICER CERTIFICATIONS – Officer elections are upon us. Each post adjutant needs to certify their officers by checking the officer’s DD-214 or NGB-22 to validate their American Legion eligibility. Certify your officers upon the annual election of post officers, and no later than 5 days prior to the Annual Department Convention, per Article IX, Section 10, Department Constitution. The same process is used for the Sons of the American Legion. As for the Riders, they must be a current member of the American Legion, Auxiliary or Sons of the American Legion to hold office. LEGIONNAIRE INSURANCE TRUST: As a legion family member, you are eligible for up to $5,000.00 in NO COST Accidental Death coverage. But your confirmation is required for full activation by going to https://www.thelit.com/no-cost-legioncare. Your beneficiary will receive $5,000.00 if covered Legion family member suffers fatal accident while they are participating in a Legion-related event, or $1,000.00 for an unrelated Legion accident.
POST ON-LINE MEMBERSHIP TRANSMITTAL – We have 81 of 175 that are not using the post on-line membership transmittal. This feature in myLegion allows American Legion Post Officers to renew, add new members and transfer-in existing members from other Posts. (NOTE: Posts can only transfer-in members that dues are being paid for.) This feature utilizes electronic payment methods via myLegion and eliminates the need for Post Officers to send the National/Department portion of the (3-part) membership cards and paper-checks to the Department Headquarters office. Help the Department staff by using this process.

MEMBERSHIP TRANSFER REMINDER - Any member transferred after April 15, 2021 into your post, will receive a renewal notice from the post of record as of April 15, 2021. Furthermore, as the gaining post your post will not receive pre-printed membership cards for these members. Therefore, as gaining post, you will need to communicate with these members to ensure they renew with your post. Additionally, these members will appear on your myLegion post roster. Finally, members that renew online will have the gaining post as their post of record.

PROPOSED AMENDMENTS TO DEPARTMENT, DETACHMENT, OR AMERICAN LEGION RIDER CONSTITUTION AND BYLAWS: Posts will submit resolutions, affecting the Department Constitution and Bylaws, to the Department Adjutant. Resolutions to be considered at a Department Executive Committee Meeting to the Department Adjutant by December 3rd, 2021. The Department Adjutant will have resolutions to the Department Resolution Chairman by December 13th, 2021 for consideration unless these time limits are waived by a majority vote of the Resolutions Committee. The Resolutions Committee, Constitution and Bylaws Committee or Department Executive Committee may initiate a resolution as a Committee Resolution.
